As the first implementation of seasonal particulate matter control from December to March is approaching, the Seoul Metropolitan Government (SMG) will be running the pilot limitation of the grade 5 vehicles for longer than one week per month. The objective is to promote the measure through advance guidance before it is fully conducted.
In August, the pilot limitation will be conducted from Mon, Aug. 17 to Fri, Aug. 21.
The operation of all grade 5 vehicles registered in the country will be limited from 6 AM to 9 PM. Exemption will be made for the vehicles equipped with diesel particulate filters (DPFs), emergency vehicles, vehicles used by persons with disabilities or persons of distinguished service to the state, and vehicles with national special public purposes.
The SMG newly established the platform to crack down on grade 5 vehicles using ICT to fully implement the seasonal particulate matter control. It is the system to monitor in real-time all grade 5 vehicles from throughout the nation that pass Seoul and to report their trajectory via mobile messages. The limitation of their operation will be run on a trial basis until November and the vehicles that violate the rule will be imposed fines starting in December.
In March, the SMG implemented the limitation of the operation of grade 5 vehicles within the Seoul metropolitan area on a trial basis and guided and promoted the measure to 39,771 vehicles without imposing fines.
On the other hand, the SMG presently imposes limitations on the operation of grade 5 vehicles within the Seoul metropolitan area when the city takes the emergency measures to decrease the particulate matter, on their operation in green traffic zones, and on their operation in LEZ (Low Emission Zones) within the Seoul metropolitan area. Grade 5 vehicles that violate these orders are imposed fines.
In addition to the aforementioned measures, it is expected the beginning of the implementation of seasonal particulate matter control in December will be much more effective during the period when the particulate matter is densely concentrated in the air.
