    SEOUL, SOUTH KOREA, December 10, 2020 — The Seoul Metropolitan Government will conduct a special inspection on the indoor air quality at multi-use facilities during the period of the fine dust seasonal management system (from December 2020 to March 2021).

    Accordingly, officials of the city government and autonomous districts will provide guidance and inspection on a total of 706 multi-use facilities from December, including all of the 364 public transportation facilities such as subway stations and terminal waiting rooms and 342 facilities (20% of the target places) used by the vulnerable health groups such as indoor kid’s play facilities, daycare centers, senior care facilities, postnatal care centers, and medical centers.

    The Seoul Metropolitan Government will have an intense inspection, especially on public transportation facilities, including subway stations and trains, which significantly require fine dust control. For facilities used by the vulnerable health groups, the inspection will be conducted flexibly considering the administrative arrangements, including the COVID-19 protection measures.

    The special inspection on indoor air quality this time will mainly focus on the compliance of legal obligations such as conformity with the tolerance level of the ultra-fine particles (PM-2.5) and a proper operation of ventilation facilities as well as an adequate control for pleasant air quality.

    During the inspection, the officials will use simple measuring equipment for ultra-fine particles to figure out air quality control status and provide on-site guidance for facilities with issues found. If the pollution test result exceeds the tolerance level, a fine of less than KRW 10 million and an improvement order (administrative order) will be issued. After the facility managers carry out the order by the due date, the jurisdiction district office will conduct the pollution test again to check whether improvement has been made.

    The inspectors will examine whether the ventilation and air purification facilities properly work while thoroughly checking the maintenance status, performance, and replacement interval of fine dust filters installed in the ventilation facilities. Furthermore, the city will distribute a control and behavior manual for indoor air quality management to increase the awareness of the importance of indoor ventilation and enhance the facility managers’ management capabilities.

    Yoon Jae-sam, Director of Air Quality Policy at the Seoul Metropolitan Government, said, “As indoor spaces are becoming crowded during the wintertime, it is increasingly important to control the indoor air quality. We want to ask multi-use facility managers to thoroughly control the indoor air quality by enhancing the operation of ventilation facilities.”
