□ The Seoul Metropolitan Government assigned a supplementary the budget of 3.6742 trillion won to address citizens’ living conditions. It aims to solve the welfare blind spot for the marginalized with low income, provide support for holiday/weekend childcare, help the self-employed and expand the future growth engine. The amount of the supplementary the budget is about 11.5% of the 2018 confirmed the budget (31 trillion and 916.3 billion won)
□ First of all, the city government will build up a database system this year before it implements the “Seoul’s paid sick leave” policy designed for small businesses and day workers who couldn’t afford to take a break even if they were sick. From this December, Seoul will establish a payment system for small businesses to considerably ease the burden of paying the fees. The Seoul Metropolitan Government has assigned 19.2 billion won for housing benefits, which will be provided to 76,000 households from October who remained in the blind spot of welfare as they had no intention of supporting their dependents in reality. Also, Seoul will carry out a pilot project with 65 million won of the budget assigned so that 270 units of city buses can provide Wi-Fi for free this year. The Seoul Metropolitan Government aims to realize the era of communications welfare by expanding the Wi-Fi service to all 7,400 city buses by 2021.
□ Seoul will increase its investment in public childcare policy which Park Won-soon, Seoul Mayor, proposed as one of its core tasks. The city government assigned 1.1 billion won to expand the coverage of a public childcare center (KIUM center) from the current 4 districts to all 25 ones within this year, to make up for the holiday/weekend childcare for double-income families. Seoul made an investment of 22.3 billion won to newly hire 3,398 faculty teachers of daycare centers and to guarantee the break time of nursing teachers, which can improve the quality of childcare and achieve job creation.
□ One of the keywords of this year’s supplementary the budget is to expand the eco-friendly transportation means, achieving the two goals: 1) shifting from car-oriented to pedestrian-focused city, and 2) improving the air quality. The Seoul city government assigned 7.9 billion won for public bicycles, opening an era of 30,000 bicycles by the end of 2019. In particular, Seoul will run a pilot project to operate 1,000 “electric bicycles” in the 1st half of 2019, helping the elderly going uphill. Along with electric vehicles, Seoul assigned 1.8 billion won for “fuel cell electric vehicles”, emerging as one of the promising eco-friendly transportation means. A total of 50 units will be deployed, 3 units up from the 1st half of this year. 18.2 billion won of supplementary the budget is assigned to the deployment of electric vehicles and the expansion of recharging infrastructure.
□ The Seoul Metropolitan Government assigned 62.4 billion won to prepare for Seoul’s innovative growth as Seoul’s future growth engine, which is directly related to job creation, including “Yangjae R&CD Innovation District” and “Smart City.” The city government assigned 169.3 won in 32 projects including the expansion of Dongbu Expressway. It is to promote the smooth maintenance of city infrastructure such as road, cultural facility and gyms for citizen’s convenience.
□ The Seoul city government announced that it came up with the supplementary the budget plan as the first of its kind this year focusing on the 5 agenda and submit the plan to the City Council on Aug 16th (Thu) for deliberation. Seoul aims to make a real change in citizens’ lives by intensively implementing the projects within this year once the decisions are made and confirmed.
□ The 5 agenda consist of 1) welfare and residence, 2) pedestrian-oriented and eco-friendly city, 3) job creation and economic policies for promoting the standard of living, 4) citizens’ safety, and 5) urban infrastructure. Seoul intensively invest 571.9 billion won in 262 projects.
