The Village Planning Team was organized and village plans were carried out based on the direct participation and planning of residents in order to create an engaging village community. Out of 235 village plans in total, 61.3% are of high public concern such as life safety and creation of infrastructure, showing residents’ proactive participation in resolving public issues of their own community.

Seoul City carries out Welfare Leader Training Programs to provide more systematic and professional education to the community leaders who play an important role in facilitating communication with local residents. This year, the training program will be provided to 7,539 persons including community leaders and employees as the program coverage is expanded to include 283 districts. It will include visiting counseling training, case management training and training for new public officials and welfare-related expert training.

Seoul Metropolitan Government carries out ‘Our Community Neighborhood Project’ to encourage local residents to help residents in need in their community. In an effort to create a district-based community welfare foundation, Seoul connect ‘Nanum (Sharing) Neighborhood Project’ and ‘Nanum (Sharing) Shop’, which so far have been operated through the initiative of the local residents, with the Reaching-out Community Service Center. Moreover, it has a plan to expand the existing citizen-initiative gathering into a residents’ engagement-based local welfare service system by providing an integrated support including a demand survey of potential beneficiaries, communication among residents and volunteer training.
Residents serve the neighbors in need and community service centers assist their efforts in this project.
The residents participating in the project identifies neighbors who need help around them and help them in person.
Community service centers allocate the person in charge who will lead the project and provide various types of support to operate Nanum Neighborhood Clubs and provide capacity-building education. Seoul City has a plan to train 4,000 resident helpers in 201 districts, half of the city, this year.
The project aims that shops, academies (hakwon) and businesses in the local community provide help in a direct way to the low-income residents in the neighborhood (goods and services) and those who received help encourages or praises the shops who provide the service and, in return, share the service with other residents in need in a sharing community. As a follow-up project to ‘Seoul Didimdol’ Project, which started from 2008, it provides more intensified supports to the same recipients of the previous project. Each community center identifies potential recipients and through continued case management, identifies the sharing resources necessary for them and matches shops that can provide the right service and the right recipients. Started with 1,000 shops, Seoul has a plan to identify 3,000 shops to provide support to those in need by 2018.
