“Living Safety Governance”: a new-concept living safety net with residents acting as safety leaders

Established in 2012, “Dong (a unit of district)-based living safety governance” has been operated by the residents  themselves from covert alley inspection to safety inspection of danger zone such as landslide area. “Living Safety Governance” is the disaster management infrastructure that establishes a living safety net based on the residents’ strong will to protect “my region, my family” by themselves, unlike the government-led disaster prevention, response, and restoration in the past. The main role of the residents participating in the governance is finding and preventing risk factors, operating the living safety program, and rendering active cooperation and support for restoration activities in case of disasters.
