We shall formulate civil welfare standards to allow every citizen to enjoy the benefits of enhanced welfare.

1. Formulate Seoul-specific welfare standards to ensure a better quality of life


2. Expand the social welfare budget ratio of total budget to 30%


  • Expand the welfare budget by 2% yearly
  • Resolve the welfare imbalance between districts
  • Guarantee the livelihoods of marginalized people (2014: 50,000 people)

3. Build an integrated field-oriented welfare implementation system


  • Expand the number of easy-to-use district-specific welfare facilities – Expand the facilities mainly in areas inhabited by a majority of marginalized people to improve their accessibility
  • Operate a Seoul-type one-stop integrated welfare support center
  • Recruit more social welfare workers and improve their working conditions

We will expand user-oriented rented houses to ease citizens’ housing concerns.

1. Supply 80,000 public rental houses to stabilize citizens’ residential environment

The no. of public rented houses as a percentage of the total number of houses (based on approved projects)



2. Support housing financing to improve residential welfare

Short-term support for bond (household)


  • Operate short-term support center for bond – Support up to 150 million KRW per tenant where the date/time of moving house is inconsistent between incoming/outgoing tenants
  • Support housing vouchers for marginalized people – Provide differentiated support according to the number of households

We will create a city of hope for women where women can work and take care of each other together.

1. Expand the public childcare infrastructure to widely diffuse the childcare service

  • Expand the number of national and public childcare facilities to 280 (securing over two per district)
  • Operating community childcare centers: one per district – Community’s joint childcare service

2. Support both work and family to expand social participation

Expand the no. of social service jobs <People>


  • Create household-tailored jobs – Help people in their 20s to get jobs, and enable people in their 30s and 40s to continue building their careers – Encourage people in their 50s to serve as study helpers
  • Establish a women’s business incubation plaza (2012) : Support business incubation for women who have left the workforce
  • Establish support centers for working mothers (2012) : Resolve working women’s difficulties

3. Create an urban environment safe from violence


We will allow students to concentrate on schoolwork, freeing them from worries about educational costs.

1. Easing educational costs for households

Expand the eco-friendly free meal service


  • Expand the eco-friendly, free meal service to middle school students by 2014
  • Easing educational and living costs for university students – Reduce tuition fees of city university by half, and establish university scholarships (2,000 beneficiaries per semester), Supply ‘hope housing’ to university students (2,103 rooms by 2014)

2. Resolve the educational gap between districts and schools

Schooling environment


  • Expand financial assistance dramatically for educational support projects (under 3% of acquisition tax ► under 7%)
  • Improve regional imbalances in the schooling environment – Develop and implement the educational imbalance index

3. Strengthen each community’s responsibility for education

Networking of regional educational resources


  • Establish and operate the Seoul Education and Welfare Council –  Prepare the long-term vision for education and welfare, Build up networks of educational resources by area
  • 175 youth activity support centers (one center per district by 2014) – Link to facilities and programs within the district, Prepare diverse venues for youth activities

We shall strengthen the public medical service to create a healthy Seoul for everyone.

1. Provide essential medical services in daily life to resolve the health gap between regions and social classes
Expansion of the city health center


Operate public medical support centers



  • Expand urban health facilities to improve access to healthcare – Install the facilities in areas inhabited by a majority of marginalized people first of all, and then expand the facilities
  • Provide an emergency medical consultation service 24 hours/day and operate clinics at night and during holidays – Build a consultation and guidance system for emergency patients, and for nighttime and holiday diagnosis
  • Provide medical services available for everyone- Operate public medical support centers, Expand medical services for marginalized people

2. Build a prevention-centered healthcare system by stage of life cycle

Children and young people
  • Provide essential vaccinations free of charge throughout Seoul
Middle-aged and elderly adults
  • Register and manage metabolic syndrome
Senior citizens
  • Early detection, registration and management of dementia
  • Increase the number of nursing staff dedicated to patient visits and health
