1. Activity projects for improving competence
The following projects are designed to induce healthy activities for youth to help them grow into productive citizens by providing creative experience programs and diverse activity infrastructures.
Promoting the Nolto (Free Saturday) Project: approx. 2,000 programs
- Diversified experiences : School subject-related Seoul tours, Nolto-bus, contests, etc.
- Promotingefforts : Nolto App (March), Nolto Expo (June), Top 10 Noltos, etc.
Expanding Youth Facilities and Improving Facility Operations
- Build Hue Cafés (at 25 locations), expand number of Cultural Houses (17 locations), operate HAJA·MIZY Centers.
- Offer specialized operation programs for each youth training center (31 locations) (survey → advise → consultation→ master plan).
Providing a Diverse Activity Basis for Youth
- Promote international and community exchange programs for youth, (e.g. a program of planting forests to combat desertification in China) and inter-regional exchange programs (6).
- Provide an activity basis for youth by supporting cultural zones (12 locations) and activity clubs (412 clubs).
2. Projects for improving Counseling and Protection
The following projects are designed to establish a counseling and welfare support system that can resolve various problems of children and teens and to create a preventative and protective environment for high-risk teens, such as runaway teenagers.
Establishing a counseling system for children and teens
- Initial stage counseling (primary service): provide initial counseling via counseling and welfare centers (24 locations), and youth training centers (8 locations).
- There are currently not enough initial stage counseling centers, requiring more centers should be built in each community (dong-unit) within a district. Newly constructed centers will need continuous support from their home districts.
- Advanced stage counseling (secondary service): provide customized counseling on financial problems, study issues, problems on sexual/sex education-related matters
- Internet addiction prevention centers, child abuse prevention centers, outside school centers, We-Dream-Start Center, sexual culture centers, etc.
- Post management (tertiary service): work with community resources via CYS-Net (Community Youth Safety-Net).
Creating an environment that prevents youth crisis protects youth
- Provide street counseling (outreach) in all districts of Seoul for teenagers who are living on the streets: 4 times a year (quarterly)
- Expand the protection and independence shelters for teenage runaways: 12 shelters → 14 shelters ※ Current number of shelters is insufficient can only look after 140 teenagers.
- Support underprivileged teenagers studying in life long educational centers with late-night snacks and literature and art events: 800 teenagers
3. Program for school dropouts
Foster teens to grow to be productive citizens by offering timely interventions and care for teens at high risk of becoming dropouts to prevent them from dropping out of school and to help them to gain independence.
Detecting school dropouts in early stage and providing counseling
- Build an early detection system through the outside school youth support centers (in connection with the Seoul Metropolitan Office of Education).
- Produce and supply counseling manuals, provide psychological testing, and offer private, group, telephone, and cyber counseling services.
Expanding support for teenagers dropouts
- Expand support for alternative schools: 29 schools(2012) → 35 schools (by 2013)
- Offer various studying options for school dropouts, such as taking national tests that grant general equivalency diploma, or returning to school.
Supporting teenagers who are not willing to get a higher education
- Establish a new supportive policy for teenagers who do not go/do not wish to go to college after graduating from high school.
- Hold an idea contests on programs for these teens to collect good ideas and to attract public interest
- Provide education (academies, workshops), Hope Concerts, future career design, culture and experience programs and research studies.
4. Child Welfare
Improve public care services for children who are home alone after school and execute a child welfare policy for children who are not taken care of by their parents.
Expanding social services for underprivileged children in community
- Easing requirements for becoming certified community child care centers: 2 years after establishment→ 1 year after establishment
- Increase the Saturday Care Centers: 182 centers(2012) → 240 centers(2013)
- Increase public interest by appointing publicly renowned individual people as the heads of community child centers

Child care support in cooperation with private organizations
Supporting children of low-income families through the Children Foundation: 5,400 kids, 560 million won
- Pay for education expenses of children from low-income families (Now Start): 700 kids, 70 million won
Improving the environment of child care centers
- Build apartment style housing in child care centers (23 centers), expanding group homes to provide a family-like environment for children (70 group homes).
- Operate independent living halls for children who have been discharged from the care center (3 living halls), help children with finding a job, and provide counseling to help them gain independence (Child Independence Support Center).
5. Children’s Rights
Accordance to the Ordinance on Human Rights for Children and Teens, which was enacted for the first time in Korea by the Seoul government, Seoul Metropolitan Government is establishing a comprehensive human right plan and increasing both children and teens’ participations in related policies.
Establishing a comprehensive plan for children and youth rights
- Draw out basic directions and projects to realize child and youth rights.
- Accept opinions and produce guidelines through advisory conferences and public hearings.
Offering education on children and youth rights
- Offer education on children’s rights: 21,500 people (students, teachers, parents, and workers of related facilities)
- Hold art competitions on the theme of children’s rights
- Conduct human rights education with the participation of children and teenagers and expand various kinds of leisure space for children and teenagers

- Build a children and youth policy network (Acheongnet) via smartphones: 6,874kids, operating SNS ID on the Youthnavi platform.
