My valued fellow citizens,
The Seoul Metropolitan Government will take measures to strengthen the transparency in the management of apartment housing in order to bring an end to the continuing small and big disputes between managers and residents.
The City Government has drastically revised the regulations on the management of apartment complexes for the first time in 13 years. The new regulations are aimed at helping apartment residents recover their rights as owners and thus opening the so-called “age of sovereignty of apartment residents.”
The new plan devised by the city will be announced here today. I expect the plan to serve as the momentum to bring about drastic change in the way apartments are managed—from the system controlled by the management offices and resident councils to one where residents play a central role.
