  • The first thing I did after establishing the People’s Solidarity for Participatory Democracy (PSPD) in 1994 was the establishment of a whistleblower support center. A Few Good Men is a film about a whistleblower. Whistleblowers should be protected for public good.

    Under the new system adopted by Seoul Metropolitan Government, public good-related whistleblowers will receive up to 1 billion won as reward. The scope of whistle-blowing includes matters concerning people’s health and safety or acts infringing on consumers’ interest or fair business competition and public officials’ acts of corruption. Clauses for the protection of whistleblowers will be overhauled.

    This is the first time Seoul Metropolitan Government has taken a substantial step toward making compensation for public good-related whistleblowers and ensuring their protection. This is in addition to the system of paying up to 2 billion won for reporting a case of public officials’ corruption under the Anti-Corruption Act.

    Details of the newly adopted system include: ▲ payment of reward (up to 1 billion won for public good-related whistleblowers and up to 2 billion won for corrupted public officials; ▲ payment of expenses related to whistle-blowing; ▲ provision of aid for those dismissed from their job due to whistle-blowing, and; ▲ imposition of fine of not more than 10 million won on a person disclosing the contents of whistle-blowing.

    Compensation will be paid through due deliberation when Seoul Metropolitan Government has recovered financial revenue through the confiscation of property or imposition of fine on the perpetrators. Seoul Metropolitan Government will also compensate for the physical or mental loss, relocation of residence, legal expense, loss on wage, etc., incurred by the whistleblowers, in addition to psychological therapy or human rights-related consulting for them.

    On October 24, 2013, Seoul Metropolitan Government set up the 11-member Committee for the Provision of Support for Public Good-related Whistleblowers to handle matters concerning whistleblowers.
