The matter concerning former President Chun Doo-hwan’s delayed payment of a huge amount of unpaid fines has become the talk of the town. Meanwhile, we at Seoul Metropolitan Government are doing our best to put tax justice into practice through the special management of rich tax defaulters. In the first half of the year alone, we collected a total of 2.4 billion won in unpaid taxes. Note that we succeeded in collecting 826 million won in unpaid taxes from a person whom we will identify only as “J,” who is in prison for his involvement in a financial scam, said to be the largest scale ever in this country during the 5th Republic.
This person defaulted in taxes amounting to 826 million won in 1987. We took the measure of seizing his real estate but could not put it up for auction due to a procedural problem. We finally solved the problem and asked KAMCO to sell it at auction last May. Thus, we were able to collect the unpaid tax amount.
The success in the collection of unpaid taxes is a result of our steadfast effort for the management of rich tax defaulters, including lawyers, medical doctors, politicians, businesspeople, etc. We organized a task force for the collection of unpaid taxes, determined to collect come what may. We went as far as prohibiting them from leaving the country and pressuring them with the intention of putting their real estate up for auction.
In 2012, as a result of such efforts, we collected 2.2 billion won. In the first half of this year, we collected a total of 2.4 billion won 204 million won from 8 religious organizations, 172 million won from 7 medical doctors, 1.9 billion won from 6 businesspeople, and 41 million won from a professor.
Such substantial result was obtained based on our determination to put tax justice into practice. We will continue to maintain such steadfastness toward rich tax defaulters who have no justifiable reason not to pay tax.
