Thank you for taking time out of your busy schedules to come here to promote employment for people with disabilities.
It is clear that for people with disabilities, job creation is the most meaningful form of welfare. The employment rate of people with disabilities at the Seoul Metropolitan Government is 4.17 percent, which is 0.34 percentage points higher than the national average of 3.83 percent. And their employment rate in the private sector is 1.97 percent, about 0.28 percentage points lower than the national average of 2.25 percent. Furthermore, about 400,000 of the 2.5 million people with disabilities nationwide reside in Seoul.
As finding employment is becoming harder for everyone, people with disabilities are finding it especially difficult. In addressing this issue, each local government needs to prepare more precise, more practical solutions. At the Seoul Metropolitan Government, we have set our target employment rate for people with disabilities at six percent—double the legally required rate of three percent for government organizations. However, we plan to exceed this goal through a hiring policy that will see people with disabilities come to comprise 10 percent of our staff. In fact, we have already recruited 80 people with disabilities, making up 10 percent of our 814 new employees this year.
Moreover, in order to increase employment opportunities in the private sector, the Seoul Metropolitan Government held a job fair for people with disabilities and operated the Integrated Employment Support Center for the Disabled. As a result of these efforts, as of August this year, 750 people with disabilities landed jobs, but we still have a long way to go.
With the MOU signed today, I expect more concrete, productive results to be achieved through the active support and participation of the Seoul Metropolitan Council and the research of the Korea Employment Agency for the Disabled.
I believe that the various points of collaboration we have adopted today in the MOU will be effectively implemented and developed in more detail.
