“Seoul Model”

Ever heard of the term “Seoul Model”? A total of 15 cities of the world have expressed their wish to learn from Seoul Metropolitan Government’s know-how in operating urban programs.

This time around, MBA students from Columbia University in the United States are coming to learn from Seoul, similarly to those who have visited from the Kennedy School, Harvard, Stanford, and MIT.

Leading universities in the United States and the United Kingdom, such as Cornell, Rutgers, Georgia, and Sheffield, are running a course for studying Seoul Metropolitan Government’s administrative services. It is all a result of the efforts made by local residents, Seoul Metropolitan Government officials, and former mayors of the city. 

At Seoul Metropolitan Government, we have finished preparations for exporting our urban experiences. The relevant department has been upgraded to a bureau and has gone through an internal reshuffle. We intend to collaborate with private businesses for the export and to invite more foreign municipal officials to attend training programs run by us.

The Opening Ceremony for the Metropolis International Training Institute

The opening ceremony for the Metropolis International Training Institute, which is the leading international association that cities and metropolitan regions with more than a million inhabitants, was held today (March 13) at the Seoul Human Resource Development Center in Seocho-dong.

45 foreign guests from 22 countries attended the event, including Metropolis Secretary General Alain Le Saux. At present, the Metropolis has 165 member countries.

Thus, the number of international organizations making their presence known in Seoul has exceeded 20.

A Meeting with Zaha Hadid

Today, I met with Zaha Hadid, an Iraqi-born British architect who designed the Dongdaemun Design Plaza (DDP) building. There was a lot of controversy about the appearance of the building and some people pointed out that its appearance does not blend in well with the surroundings. Now, the thing is how we make it a forward base for the No.1 Creative Industry of Asia

I answered a question that was raised about this during today’s meeting by stating that I will be responsible for how the building will develop, no matter what controversies there were in the course of the construction. I also expressed my gratitude to Ms. Zaha Hadid for her designing the building, whose content-related work was commenced by former Seoul Mayor Oh Se-hoon and completed by me. The DDP’s contents should be developed in such a way that it will make local residents happy and its influence should be extended to nearby traditional markets and needlework factories in nearby Changsin-dong.

We should strive to have this building change others in the area and then the entire city through the exertion of its influence. Ms. Zaha Hadid said that she quite agreed with my view that in the said respect the building would be a new joint work of her and me.

Seoul Metropolitan Government spent 480 billion won for the construction of the building plus 32 billion won for its operation. I made sure that the building would set up its own profit model so that no additional taxpayers’ money should be spent on it. Isn’t it another example of creative design to make an arrangement not to spend more of taxpayers’ money while utilizing it as the No.1 building in the city?

Medical Doctors’ One-Day Strike

The Medical Association says that thousands of medical practitioners will close their clinics on March 10. At Seoul Metropolitan Government, we are doing what we can to reduce the inconvenience caused to people. It is reported that dental clinics and Korean Oriental medicine clinics will not take part in the one-day strike.

We have discussed this matter with the community health center in the 25 autonomous districts of Seoul. They, along with the eight municipal hospitals, will work until 10:00 pm on March 10 the sake of our citizens.

The 120 Dasan Call Center and the 119 Health Call Center will inform callers of the list of clinics not taking part in the strike. In addition, we will issue an order that the clinics participating in the strike should restart their operations immediately.

March 8, International Women’s Day

March 8 is International Women’s Day, which was designated by the UN. I envision a world in which gender-based oppression and discrimination do not exist. Seoul is a city that sets an example for women’s safety. It has increased the number of jobs for women and has taken diverse measures taken for to help single women. The photo below expresses my desire to make a leap forward for matters associated with women. 🙂

Traditional Markets

Traditional markets are a means of living for many people. They are convenient places where people get what they need at good prices. But many of them are in dilapidated buildings and do not have sufficient arcade. They have very complicated problems. Still, the storeowners are hard working people. Traditional markets are full of energy. 🙂

A Visit to a Market

Today, I visited a traditional market in Seoul without anyone knowing. A café owner recognized me and asked me to have a cup of tea and listen to good music for 5 minutes at his place. I’m grateful that there are kindhearted people like this everywhere.

Have You Finished Gimjang?

Have you finished gimjang (preparing kimchi for the winter)?  I heard you can do gimjang at 10% less cost using the stuff sold at traditional markets.


Today (November 19), Seoul Metropolitan Government announced a comprehensive plan for the reinvigoration of traditional markets. The most noticeable feature of the plan is that it will be promoted through joint efforts made by storeowners, Seoul Metropolitan Government, and autonomous district offices. The key actors are the storeowners, who expressed their willingness to improve the quality of their service, receive consulting from management experts, and build friendship with local residents. 
 
In the past, support for traditional markets used to be provided in the form of financial support or provision of business spaces; now, however, we focus on ideas on how to make their businesses prosper. A side dish store in Sineungam Market is so popular that even people from faraway Gangnam place orders for the delivery of foodstuff. I heard that the store got to be so successful because the storeowner listened to the advice provided by a market doctor service. He developed hit products with the help of a management expert and came up with a unique marketing method. Seoul Metropolitan Government will focus on the provision of such market doctor and marketing management service. 


We will encourage storeowners at traditional markets to adopt the credit card system for consumers’ convenience. We will also have the Seoul Metropolitan Government Research Institute of Public Health and Environment conduct periodic hygiene checkup there. Seoul Metropolitan Government’s Policy Called Seed of Hope

Ever heard of Seoul Metropolitan Government’s policy called the seed of hope? The seed of hope refers to a good policy designed to improve the lives of people through joint efforts made by people, public officials, and Seoul Metropolitan Government. “Night-time parking lot” was selected as a seed of hope most welcomed by Seoulites in the second half of the year. It was followed by child care service provided for working couples at 690 public child care centers until midnight, escorts to get women home safe, and door-to-door deliver service guaranteeing the safety of women at home.
 
In 2013, Seoul Metropolitan Government selected 99 seeds of hope, including policy measures proposed by people or city officials, and new projects closely associated with people’s everyday lives. Seoul Metropolitan Government disclosed the top ten seeds of hope based on a vote among 6,134 people for a week concerning the top 30 policies handpicked by a team of administrative appraisers.

“Night-time parking lot (789 votes),” which garnered the most votes, involves allowing local residents to use idle spaces in schools and shopping districts as parking lots at a reasonable rate (20,000 – 50,000 won a month). So far, a total of 6,194 parking lots have been secured in this manner.
 
Women’s safety-related policies were also welcomed by many people. The following ideas won 3rd and 5th places, respectively: letting women have their credit cards read by the credit card terminal in a taxi before the departure of the taxi to avoid sexual harassment by taxi drivers (775 votes); placing a space for putting goods delivered on a door-to-door basis to ensure women’s safety through non-face-to-face encounter between a delivery man and a woman at home (673). 
 
Ms. Kim Eun Yeong, a local resident, proposed that school classrooms that remain unused due to the decrease in the number of children be used as child care spaces (540 votes); the idea was selected as one of the top ten seeds of hope. 
 
One of the Seoul Metropolitan Government officials proposed that a center be operated for the collection of large-sized waste household appliances through phone calls (648 votes). Seoul Metropolitan Government became the first local government to operate such center in June 2012. 
 
Seoul Metropolitan Government selects seeds of hope twice a year.
