    Announcement of Seoul Vision 2030 by Mayor Oh Se-hoon for the Next Decade On Wed, Sep. 15, Mayor Oh Se-hoon announced Seoul Vision 2030, the master plan of the basic directions of the city’s administrative operation for the next decade until 2030. The Seoul Metropolitan Government established Seoul Vision 2030 based on more than 100 sessions of in-depth discussions and deliberations of the Seoul Vision 2030 Committee comprising 122 individuals from diverse fields and classes, that took place since May. The top vision presented in Seoul Vision 2030 is “Seoul, up and running again for fairness.” The four future visions to be established by 2030 to realize the top vision are Seoul as a city of coexistence, a global leader, a safe city, and a future emotional city. In order to realize these visions through policies, four policy directions have been decided: the restoration of Seoul’s hierarchical mobility ladder; the enhancement of Seoul’s global city competitiveness; the realization of a safe urban environment; and the improvement of city's dignity with elegance. Under the four policy directions, there are 16 strategic targets and 78 policy tasks to be pursued. For a smooth execution of Seoul Vision 2030, the Seoul Metropolitan Government plans to improve and develop the project plan by analyzing the process of each project through the quarterly project evaluation every year. Mayor Oh Se-hoon stated, “The Seoul Metropolitan Government established Seoul Vision 2030 as the master plan of the basic directions of the city’s administrative operation for the next decade after a lot of hard work and deliberation among administrative agencies, policy experts, and citizens.” He added, “The Seoul Metropolitan Government will strive to create Seoul as a city of dreams and a world-class global city where values of fairness and coexistence thrive.”

    Seoul to Open Ten Youth Employment Academy Campuses to Foster Field-Oriented Talents for the Quaternary Industry The Seoul Metropolitan Government will open Youth Employment Academy that provides free education to job seekers in their 20s and 30s who have the basic vocational skills and the will for employment to develop practical competencies for new digital technologies of Industry 4.0, and also helps them find jobs and start their own businesses. With a plan to open ten campuses across Seoul by 2030, the Seoul Metropolitan Government aims to foster two thousand technological personnel for the quaternary industry each year, and thus to supply field-oriented human resources that are needed by businesses and resolve the youth unemployment issue. The first Yeongdeungpo Campus opened its doors last October, followed by Geumcheon Campus later this December, and more campuses will open sequentially thereafter. The Seoul Metropolitan Government developed curricula by surveying the CEOs and HR management officers of 401 IT and software companies located in Seoul about the companies’ technological and occupational fields. The Seoul Metropolitan Government will strictly control the quality of education offered at the academy, such as by conducting performance assessment in terms of the completion rate, employment rate, and satisfaction rate upon completion of education. The Seoul Metropolitan Government will also help the students find jobs or start their own businesses by utilizing its pool of over two thousand businesses and its various employment and startup programs. Opening of Seoul Biennale of Architecture and Urbanism 2021 The Seoul Metropolitan Government held the opening ceremony for Seoul Biennale of Urbanism and Architecture 2021 online on Thu, Sep. 16. The biennale serves as a venue for world-class experts and city officials from all over the world to gather and participate in discussing various solutions to urban problems and explore the future of urbanism over the course of 46 days. This year’s biennale marks its third anniversary, and it will be held from Thu, Sep. 16 to Sun, Oct. 31 under the theme of “Crossroads, Building the resilient city” at Dongdaemun Design Plaza (DDP), Seoul Hall of Urbanism and Architecture and Sewoon Plaza with participation by 112 cities from 53 countries, including 190 experts, 40 universities, and 17 international governments and public institutions, presenting the largest number of works. In his welcoming speech at the opening ceremony, Mayor Oh Se-hoon said, “I expect Seoul Biennale to be an opportunity for international cities to reflect on the COVID-19 pandemic and share wisdom to build resilient and sustainable cities.” Opening of Seoul Friendship Festival 2021 The Seoul Metropolitan Government unveiled the opening of Seoul Friendship Festival 2021, a global festival enjoyed by Seoul citizens, global citizens, and international residents and embassies in Korea. This year’s festival marks its 24th anniversary, and will be held under the theme of “Enjoy International Culture in Seoul at Home!” from Fri, Oct. 1 to Sun, Oct. 10. The festival, which started in 1996 and established itself as a representative global festival of Seoul, hosted performances by international performers, promoted international tourism and offered food exhibitions every year in the vicinity of Seoul Plaza and Cheonggyecheon Stream, but this year’s festival will be held online without such programs due to the pandemic. This year’s festival comprises three themes of travel, culture and food, and international cities and embassies from 55 countries will participate to provide a variety of attractions and events for anyone from all over the world to enjoy. By hosting this year’s festival online, it is expected to attract visitors from all over the world without them having to visit Seoul.
