    I · SEOUL · U 2021, February No.192Kicking off the vaccination for all 10 million citizens with the 333 Initiative From February 26, 2021, the Seoul Metropolitan Government (SMG) will kick off the vaccination for its 10 million citizens. The SMG’s vaccination project comprises 3 stages (vaccination targets), 3 tracks (vaccination method), and 3-fold management (monitoring and measures), also known as the 333 Initiative. First, the vaccination targets are determined and divided into groups of three stages by referring to order of priority, and vaccinated in this order. Second, the characteristics of the vaccine, the vaccination period and targets are considered to implement vaccination along 3 parallel tracks: the COVID-19 Vaccination Centers, consignment medical institutions and visitation of vaccination targets by medical personnel. Third, after vaccination, adverse reactions will be dealt with by the 3 steps of preliminary medical examination, monitoring and emergency measures. Moreover, the SMG will pay utmost attention by transparent information disclosure and engaging with citizens. From February 18 onwards, the SMG has maintained a vaccination-dedicated webpage on its website, and the 120 Dasan Call Center has begun the operation of the general counseling center for COVID-19 vaccination.     Seoul’s 5 major “warm-breeze” policies for the resuscitation of citizens’ economic livelihood In order to deal with the economic and employment stagnations due to the prolongation of the COVID-19 pandemic, the Seoul Metropolitan Government (SMG) is starting its operation of 5 major “warm-breeze” policies for the resuscitation of citizens’ economic livelihood. This is the second economic policy for the livelihood economy after the KRW 800 billion low-interest loans of the beginning of 2021. As the public funds are limited, it is essential that people experiencing the most pain are distinguished and given ‘warm’ measures by the selective support of vulnerable social groups and firms that were directly hit by the social-distancing measures, while simultaneously looking for blind spots in government policies. The 5 major “warm-breeze” measures comprise ① infusion of urgent funds for small businesses and independent business owners, ② prevention of further unemployment of the currently employed, ③ emergency assistance for the performing arts and tourism industries, ④ encouragement of consumer spending, and ⑤ new jobs for the socially vulnerable. Opening of bi-directional traffic of the eastern road of Gwanghwamun Square starting midnight on Sat, Mar. 6 The Seoul Metropolitan Government (SMG) has been pursuing since November 2020 the creation of “New Gwanghwamun Square” where people can rest, walk and relax, and has engaged in phased and sequential construction to minimize the inconvenience of citizens. The enlarged square holds the citizens’ wish for “a square that feels like a park.” Starting midnight on Sat, Mar. 6, the eastern road of the Gwanghwamun Square on Sejong-daero (in front of the Kyobo Insurance building and the US Embassy) will be converted from a uni-directional to a bi-directional road. The SMG will conclude construction of the eastern road by early March by converting it to a 7-to-9-lane bi-directional road, and open bi-directional road services on Sat, Mar. 6. Seoul to supply 12,000 electric vehicles in 2021 for a total of more than 40,000 The Seoul Metropolitan Government (SMG) announced that it would supply 11,779 eco-friendly electric vehicles in 2021. Since the SMG began to supply electric vehicles, this year’s volume is the highest until now. The supply of 2021 amounts to 40% of the total supplied cars of the last 12 years, which amounted to 31,029. If the SMG supplies 11,779 electric vehicles as planned, it would amount to the supplying of more than 40 thousand electric vehicles. For those wishing to purchase an individual-use electric vehicle, the financial subsidy given is graded. Electric vehicles that cost over KRW 90 million are excluded from the subsidy whereas electric vehicles of less than KRW 60 million will be most subsidized so that those people with the biggest needs receive more benefit.
